El ya exgobernador del Banco de Irlanda, Philip Lane, inaugura este lunes su mandato de ocho a\u00f1os en el Banco Central Europeo (BCE), ocupando el puesto del Comit\u00e9 Ejecutivo que dej\u00f3 vacante el belga Peter Praet el viernes.<\/p>\n
Aunque t\u00e9cnicamente, el mandato de Lane dio comienzo el s\u00e1bado, justo el d\u00eda despu\u00e9s de que terminara el de Praet, este lunes es el primer d\u00eda laborable del irland\u00e9s, por lo que tambi\u00e9n es cuando tomar\u00e1 posesi\u00f3n de sus funciones en Francfort.<\/p>\n
La nominaci\u00f3n de Lane fue el segundo intento de Irlanda de ganar peso en la c\u00fapula del BCE. Ya en 2018, el banquero central irland\u00e9s fue el \u00fanico rival que se enfrent\u00f3 a Luis de Guindos en la carrera por ocupar la vicepresidencia de la autoridad monetaria de la zona euro.<\/p>\n
El irland\u00e9s se gradu\u00f3 en Econom\u00eda con honores por el Trinity College de Dubl\u00edn. Al poco tiempo, se mud\u00f3 a Estados Unidos, donde obtuvo un M\u00e1ster en Econom\u00eda por la Universidad de Harvard, instituci\u00f3n en la que tambi\u00e9n obtuvo su doctorado en 1995, con una tesis centrada en la macroeconom\u00eda internacional.<\/p>\n
Tras convertirse en doctor en Econom\u00eda, fue profesor asistente en la Universidad de Columbia (Estados Unidos) entre 1995 y 1997, tras lo cual volvi\u00f3 a Irlanda a ejercer como profesor en la misma universidad en la que se gradu\u00f3. En noviembre de 2015 fue nombrado gobernador del Banco de Irlanda, cargo que ha ostentado desde entonces.<\/p>\n
Como economista jefe del BCE, Philip Lane ser\u00e1 el encargado de aportar los datos econ\u00f3micos a las reuniones de pol\u00edtica monetaria que se celebran de forma regular en Fr\u00e1ncfort.<\/p>\n
Adem\u00e1s, el irland\u00e9s tendr\u00e1 voto en todas las reuniones del Consejo de Gobierno. Hasta ahora, como gobernador de un banco central, tan solo pod\u00eda votar en aquellas reuniones en las que le correspondiera a Irlanda, ya que los derechos de voto son rotatorios de acuerdo con el peso de cada econom\u00eda en la zona euro.<\/p>\n
Como miembro el Comit\u00e9 Ejecutivo, Lane recibir\u00e1 un salario b\u00e1sico anual de 286.704 euros, que es lo que cobr\u00f3 Peter Praet el a\u00f1o pasado. No obstante, el irland\u00e9s tiene derecho a complementos salariales por residencia, hijos y educaci\u00f3n. El salario base est\u00e1 sujeto a tributaci\u00f3n en la Uni\u00f3n Europea y a deducciones por aportaciones a planes de pensiones privados y a seguros m\u00e9dicos. Los complementos, en cambio, no est\u00e1n sujetos a tributaci\u00f3n ni se computan a efectos de deducciones.<\/p>\n
Lane tambi\u00e9n tiene derecho a contar con un veh\u00edculo oficial, con un consejero y con dos asistentes.<\/p>\n
CURRICULUM DE PRAET<\/h2>\n
La entrada de Lane en la c\u00fapula del BCE supondr\u00e1 tambi\u00e9n un rejuvencimiento de esta, ya que Praet cuenta con 20 a\u00f1os m\u00e1s de experiencia que Lane.<\/p>\n
El belga se gradu\u00f3 en Econom\u00eda en 1971 por la Universidad Libre de Bruselas, en la que obtuvo un M\u00e1ster en ese mismo campo un a\u00f1o m\u00e1s tarde. Tras pasar varios a\u00f1os de ayudante de investigaci\u00f3n en la instituci\u00f3n, fue contratado como Economista por el Fondo Monetario Internacional (FMI).<\/p>\n
En 1980, Praet obtuvo su doctorado en Econom\u00eda, tras lo cual se convirti\u00f3 en profesor en la Universidad Libre de Bruselas, donde imparti\u00f3 las asignaturas Moneda y nanca, Uni\u00f3n Econ\u00f3mica y Monetaria y Coordinaci\u00f3n de pol\u00edticas macroecon\u00f3micas.<\/p>\n
En 1987, abandon\u00f3 su labor docente para ocupar el cargo de economista jefe en G\u00e9n\u00e9rale de Banque y, posteriormente, en Fortis Banque. Tras un breve paso por el gabinete del ministro de Finanzas de B\u00e9lgica, en noviembre del 2000 pas\u00f3 a ocupar un puesto en la junta directiva del Banco Nacional de B\u00e9lgica, el banco central del pa\u00eds. Se mantuvo en dicha posici\u00f3n hasta 2011, cuando dio el salto al Comit\u00e9 Ejecutivo del BCE.<\/p>\n<\/div>\n
